For me, I could move icons same as you but whenever I did, about minutes later, the system would crash and upon booting up again, the icons would be back where they were. The only way I could prevent it was to restart whenever I moved icons. When I did this, they stayed where I moved them. I fixed that issue by reinstalling Windows but now the same system is in the shop for most likely the system SSD being shot, but could also be the mobo so not yet sure if it was just a corrupted install or the bad drive.
I reinstalled by installing Windows, installing all drivers EXCEPT the realtec driver, plugged into the network, and then installed Windows updates and up until I took it in the other day, it was fine for moving icons around.
